The project currently has no backend service running. A minimal backend is required to start working on project

Describe the solution you'd like

Implement the initial FastAPI backend with only the functionality necessary to verify that the service is operational.

The implementation should include:

Create a FastAPI application.
Configure application startup.
Expose a health check endpoint (e.g. GET /health).
Use strong typization for endpoints

No database integration, authentication, or business logic is required at this stage.

Describe alternatives you've considered

Implementing the full backend from the beginning.

Starting with a minimal backend allows the infrastructure to be validated independently before additional features are introduced.

Acceptance Criteria

The backend starts successfully.
GET /health returns 200 OK.
