Is your feature request related to a problem?
Currently we have no automated way to obtain VPN access. Subscription creation and delivery must be integrated into the Telegram bot to provide a seamless onboarding experience.

Describe the solution you'd like
Implement a flow that allows users to create a VPN subscription directly through the Telegram bot. The feature should:

Create a new VPN subscription for the user.
Generate the required VPN credentials and configuration (provided via 3x-UI).
Return a subscription URL that can be imported into supported VPN clients, mainly Happ.
Associate the subscription with the user's account.
Ensure the generated subscription allows the user to successfully connect to an available VPN node.
Handle errors gracefully (e.g., no available nodes or subscription creation failure).

Describe alternatives you've considered

Creating subscriptions manually through the administration panel.
Requiring users to request configurations from an administrator.

Additional context
This feature validates the complete user onboarding flow, from requesting VPN access in Telegram to establishing a successful VPN connection using the generated subscription.
