Is your feature request related to a problem?
There is currently no interface for users to interact with the VPN service. A Telegram bot is required as the primary entry point for user onboarding and future VPN management features.

Describe the solution you'd like
Implement the first version of the Telegram bot.

The bot should:

Support the /start command.
Return basic predefined responses.
Provide a solid foundation for future VPN-related features, such as subscription management and account administration.

This version is intended to establish the core bot architecture rather than provide full VPN functionality.
